This is a fascinating and convincing article in this morning’s New York Times arguing that the Constitution calls for majority rule in the Senate for everything except the very few specific instances that require a super-majority. By that logic, the 60-vote requirement for cloture is unconstitutional. The article goes into the history and is well worth reading.
